For example, Tier 1 SMG has 50% Ranged damage scaling (the purple bow icon means "Ranged damage") and 3 base damage. Which means that it inflicts 3 + RANGED_DAMAGE * 0.50 damage. Then that damage is multiplied by the percentage of the Damage stat, i.e. you get (3 + RANGED_DAMAGE * 0.50) * (1 + 0.01 * DAMAGE).
