We could also call Rarity tiers as "Common"(1),"Rare"(2),"Epic"(3),"Legendary"(4), to make it clearer. When shop rolls there is a chance for each item to appear. For example, if "Common" chance is 60%, "Rare" is 25%, "Epic" is 13%, and "Legendary" is 2%. Thus, it is more likely to see more "Common" item in the shop than "Epic" items. With more luck, you can change these chances.)
